from 3-6 catties of food per day. Wages for supervisors and

technicians shall be fixed by the "Work in Lieu of Relief" Dave Section and approved by the Committee for the Relief of Unemployed Workers.

Article 22. Workers on relief engineering work shall in general observe an 8-hour day.

Article 23. Matters relating to culture, education, and enter- tainment for works on relief engineering work shall be arranged and sponsored by the help and Guidance Section.

Article 24. When a scheme of engineering work is completed, the disposal and relief of disengaged workers shall be left in the hands of the Committee for the Relief of Unemployed Workers.

CHAPTER VI. "SELF-HELP THROUGH PRODUCTION".

Article 25. The different Relief administrations shall join local trade union organisations in considering local industrial and commercial circumstances and popular requirements, and in mapping out accordingly production schemes which will enable the unemployed to help themselves. Relief Administrations shall also organise unemployed workers on a voluntary basis to start these production schemes.

Article 26. Production schemes for the above purpose shall be mainly concerned with the establishment of farms and handicraft factories and workshops, provided that these shall not comprom- ise the interests of existing industrial and commercial

activities.

Article 27. A production scheme for the above purpose may be submitted to the Committee for the Relief of Unemployed Workers for consideration of a grant from the Committee's relief funds after it has been approved by the Relief administration.

Article 28. Relief ministrations shall constantly inspect and direct these production undertakings with a view to enabling

them to be self-sufficient.

CHAPTER VII. "RETURNING HOME TO DO PRODUCTION WORK".

Article 29. Those unemployed workers who have come to the city from the country not long since, or those who have relatives -1 the country, shall be organised on a voluntary basis by trade unions and encour gaged to proceed to the country to undertake production work. Travelling expenses, including those for family dependants, shall be paid by Relief administrations, and a certain subsidy shall be granted as capital for production.

If there are found amongst unemployed workers landlords who have escaped to the city, they shall be forced to go back to the country to take up production work.

Article 30. Unemployed workers who volunteer to go to their native countryside shall be given a certificate by a Relief Administration. Local People's Governments shall given tjem maximum help so as to enable tum to embark on production work in the country.
